The Women's Football Department with the CU n.5 of the 3 August 2018 at the 6 point "participation of the players" seems to have introduced an additional rule that seems to conflict with the Art. 74 paragraph 2 of NOIF.
It is discussing the notice of appeal presented by the company Spezia at the end of the meeting with the Novese in the first round of the championship. Race won by the Novese with the tennis result of 6 - 0.
The management of La Spezia, using the CU n.5 issued by the DCF, has filed a complaint about the substitutions made by the opposing team that would have interrupted the game beyond the limit allowed by the Department. On the other hand, the management of the Novi Ligure company feels serene and in compliance with the federal regulations referred to in Art. 74 comma 2.

We come to the facts
In the first of the series C championship, the newly promoted Spezia hosts the Novese. The race ends with the result of 6 to 0 for guests with two ammonites per side and two expelled premises.
The first half ends on the result of 3 to 0. At the 45 'Mister Fossati makes the first change. At the 49 'the Novese still marks. On the 4 at 0 Fossati makes a double substitution (65 '), another at the 73' and the last at the 77 '. Despite the possession of the ball the Piedmont team still goes on the net at 75 'and 78'. 5 replacements icon 4 interruptions of time. The home management, attentive to the regulations published by the Department decides to present a complaint notice. Given the result, personally, I would not have made any complaints. But that does not matter, let's evaluate the two conflicting regulations.

During the Women's Serie C Championships, pursuant to art. 74 2 paragraph of NOIF can be replaced up to five players for each team regardless of the role played, using for this purpose three breaks in the course of the race in addition to that provided for in the two periods of play. In the case of tenders that require extra time, it is allowed to make any remaining substitutions, using, during the same, a further interruption for each team, in addition to those scheduled between the regulatory deadline and the start of the first extra time and between first and second extra time.

Replacing players / players
1. During the official competitions where the first men's and women's Serie A teams take part, three players / players can be substituted, regardless of their position.
2. In the course of the other championship matches and official events, with the exception of the following paragraph, each team may be replaced by five players / players, regardless of their position.
3. In the Championships of the categories of pupils and youngsters, organized at national and peripheral level, each team can substitute seven players / players, regardless of their position.
The Department, without any derogation, has added to the NOIF a further provision without it being mentioned in the regulations. It is evident that the person who made this addition has never seen a football match and does not know that the moments in which to replace the players are only and exclusively decided by the coach.
That said, we just have to wait for the decision of the Sporting Judge and then see the reactions of the two teams, waiting for a federal president to be elected who has the knowledge and the ability to solve this embarrassing situation.
